Is the Charging handle (i think thats whats it called) on the CA M15A4 Car. important?

My mom pulled it back alil to far :( when looking at the gun.

And how do i know how long to charge a battery for? I have this battery (http://www.wargameclub.com/pcart/shopper.php?itm=SYO-96-1700CA_cat_9.6V Batteries) ,
and I have this charger (http://www.wargameclub.com/pcart/shopper.php?itm=TLP-CHR-940E_cat_Chargers And Dischargers) .[

well, most chargers have a timer that stop charging when the battery has enough power in it, if not i would get a different one. but if its a trickle charger, it will usally take 5-10 hours to charge, if it is a speed charger, it will take 10-20 minutes to charge usally

On an airsoft armalite, the charging handle (the T shaped thing) just springs open the dust cover on the ejection port, nothing functional, it doesn't actually chamber your first bb or anything like that. Just for looks and realism.
