Thats no vest. Its called either Web gear or a belt kit. Its the standard US general issue Y-harness, web belt, 2 M-16 mag pouchs, canteen, and butt-pack deal.

If its in good shape, its not a bad deal. But its nothing spectacular. A lot of people don't like the Y-harness though and opt for the more comfy H-harness, but this still works.

I would suggest checking your local surplus store before buying this. All items included in this package are pretty common at any surplus store. By going to an actual store, you can sift through the stock they have on hand and "cherry pick" the best ones.

Here is another idea the I will throw out there. I just picked up the Mil-Tec Mil.-Style Tactical Vest from The Sportsman's Guide (WX2-69495). Check out these two links for more info.

I have yet to use this in the field, but so far I am really impressed with this vest.

As for The Sportsman's Guide as a retailer, I found them to be very solid. I ordered my vest, got a back order notice within 24 hours, called them on the phone, changed my order, and had my vest in 5 days (roughly). If you really want the belt and harness, The Sportsman's guide is trustworthy, but you may be able to do better (price-wise) at a local store.

I personally love web gear for these sort of things. my teamate (-ender-) and i both consider it to beat vests for a couple reasons

for one
while there are modular vests avaialble, they arent the majority i would say. so lets say you start with an m16, then go get a saw 6 months later... you might be forced to change your vests entirely, a costly proposition with the stand tac vest. Web gear is a matter of changing pouches. you also can put whatever you want in a set of web.

another thng is, while, again, many vests solve this (the excpetion, not the rule) many vests have pouches on the front mostly.
so youre lying in the prone positipnm, pinning that bad guy down. you suddenly hear the higher noise of a mag running dry. you need a new mag, but to get at your vest, you have to move slightly up to reach your spares. BAM! you get nailed.
A set of webgear, properely set up, can solve this by putting just about anything important on the side, more accesible on the prone.

being an army cadet, theres certain things i think the army designed well (and not so well) and web gear is one of the things that they did well in my personal, relatively experienced opinion. the only suggestion i have is to NOT buy the Y suspenders pictured in your setup... note how they start as two straps in the front and go to one in the back, giving the appearance of a Y when you lay it out. this leads to a lack of balance. any combat ready soldier uses whats called an H harness, which has two straps i nthe front and two more in the back, giving the appearance of an H when you lay it out.
Ive used both and stand by an H harness.

*waits for vets to come out and say F you cadet... youre wrong...*

thats just my take, and while i might not be a combat vet, ive seen plenty of airsoft.
