not even close...no, i believe the guy from gta 4 is modeled after the guy that played the enemy sniper in "behind enemy lines". in fact i believe he even did the voice over for the game.

the guy from GTA: San Andreas was black yes...but this is referring to the new GTA 4 (which isnt out yet).
